The idea behind all diets is to lose calories. Carbohydrates contain 9 calories per gram while protein contain 4 calories per gram. So eating less carbohydrates gives you less calories than proteins. This is the theory behind many diets which say that you should eat more protein than carbohydrates.
But to keep healthy you need a balanced diet. You cannot substitute carbohydrates with protein. They have different functions in the body and the body's requirement of each of these substances is different.
To lose weight, you should substitute simple carbohydrates like sugars with complex carbohydrates like brown rice and brown bread. These take longer to get digested, maintain a steady blood sugar level for a longer time and thus prevents you from getting hungry. Not being hungry will decrease your carbohydrate intake.
Drinking enough water and snacking on low calorie fruits like apples and vegetables like carrots will also keep the stomach full and prevent hunger.
I doubt that Dr. Oz or any other doctor would advise taking more carbohydrate or more protein to anyone.
