The size of the breasts depends on two things - the size of the actual breast tissue and the amount of fat deposited around this tissue.
The breast tissue develops during puberty and the size depends to a great extent on genetics. Once the tissue grows to a certain level, it stays in that size till pregnancy occurs. More growth occurs in pregnancy. The breast tissues then remains at that size until at the time of menopause when the estrogen level decreases. At this time, the amount of breast tissue may decrease.
Any change of breast size during the period between the puberty and the menopause (except for the time in pregnancy)is because of the changes in the amount of fat and not the amount of breast tissue itself.
This is the reason why when a person loses weight, the breasts decrease in size and fat people very often have big breasts.
So, if you had developed to a c-cup during puberty, the amount of breast tissue growth at the time is still present now. What you have lost is fat and once your body weight increases, you should see your breasts growing to at least a c-cup again.
